THE SAFE ACT - EXPLAINED:
According to the Humane Society, in some regions more than half of horses sold at rural auctions are purchased by kill buyers and sent to slaughterhouses outside the U.S. — without any chance of rescue or rehoming. Many die in transit. Many suffer multiple blows and remain conscious through dismemberment due to inadequate methods.
The SAFE Act (S775 | HR1661) is a bipartisan bill supported by 83% of Americans. It would end these practices - ensuring horses and donkeys experience only rehoming, rescue, or humane veterinary euthanasia. The Bill has 230 House cosponsors and 8 Senate cosponsors as of May 17, 2026.

Breaking news: On May 22, 2026, the U.S. House Transportation & Infrastructure Committee passed the Van Drew-Titus Amendment to the Build America 250 Act — incorporating the key SAFE Act provision to prohibit transport of equines for slaughter. It now moves to the full House floor before the Senate.
